The watchdog group Citizens for Responsibility and Ethics in Washington is asking for an investigation into Rudy Giuliani and his alleged involvement with using government funds to help aid in the reelection of his client President Donald Trump.
Trump has previously said that he sent his personal lawyer to Ukraine to try to pressure officials there into investigating his opponent Joe Biden.
During some of the time that Giuliani was in Ukraine, Trump held back $390 million in military relief from Ukraine although it had already been approved by Congress.
Giuliani’s known business associate Lev Parnas has already been indicted over alleged campaign finance crimes and he spoke out about the issue, saying that he followed instructions given him by Giuliani to tell Ukrainian officials that they would not receive any aid unless they went forth with an announcement into Biden.
A statement from the group last week said: “Evidence suggests that Giuliani, who is President Trump’s personal attorney, manipulated federal funds — specifically aid to Ukraine — for partisan political purposes, which is prohibited” by the Hatch Act.
The organization then filed a complaint with the Southern District of New York, which is said to already have launched an investigation into Giuliani’s activities in Ukraine.
The Hatch Act prohibits the manipulation of federal funds and federal programs for gains in a partisan agenda.
The CREW statement continued, “Giuliani and his potential co-conspirators likely violated the Hatch Act by threatening to withhold congressionally authorized security assistance to Ukraine to pressure Ukrainian President Volodymyr Zelensky to announce investigations that would be politically beneficial to Giuliani’s client, President Trump.”
Noah Bookbinder, CREW’s executive director, said that Giuliani’s work in Ukraine directly led to the president’s impeachment in the House and “also violated our country’s criminal laws.”
He maintains that holding up the military aid was “dangerous and anti-democratic.”
